The narration presents the paid-shooting allegations too conclusively. Claims that foreign visitors paid to shoot civilians, publicized in the documentary Sarajevo Safari, must be distinguished from the siege's established crimes. The ICTY convicted Stanislav Galić for a campaign of sniping and shelling; that judgment does not itself establish the alleged payments. In separate trial testimony, John Jordan described apparent outsiders near sniper positions but explicitly said he had not seen them shoot.
